Guo Yongjin
Guo Yongjin, female, born in October 1970, Han nationality, member of the Communist Party of China, holds a postgraduate degree and a master's degree, is a researcher, and a master's supervisor. She currently serves as the Secretary of the Party Committee of Shanghai University of Medicine and Health Sciences.
Comrade Guo Yongjin graduated with a Bachelor of Medicine degree from Shanghai Second Medical University and obtained a Master's degree from the University of Rome - Italian National Institute of Health. She has worked in the Shanghai Health Bureau, Shanghai Chest Hospital, and Shanghai Shenkang Hospital Development Center, serving as the Secretary of the Party Committee and Deputy Director of Shanghai Chest Hospital, Deputy Director of Shanghai Shenkang Hospital Development Center, Deputy Director of the Shanghai Medical Reform Leading Group Office, Deputy Director of the Shanghai Postgraduate Medical Education Committee, and Team Leader of the Medical Treatment Front Work Group of the Shanghai COVID-19 Prevention and Control Work Leading Group. Comrade Guo Yongjin has long been engaged in health management and hospital management, with experience in macro-level management of the entire health industry, meso-level management of hospital group operations, micro-level hospital operational management, as well as health policy research and formulation, and medical education management.
Comrade Guo Yongjin has been awarded the First Prize for Hospital Science and Technology Innovation by the Chinese Hospital Association, the Wuzhou Women's Science and Technology Award by the Chinese Medical Women's Association, and the First Prize for Decision-Making Consultation by the Shanghai Municipality, among others. She currently serves as the Honorary Vice Chairman of the China Day Surgery Cooperation Alliance, Vice Chairman of the Shanghai Science Popularization Education Development Foundation, Vice President of the Shanghai Medical Women's Association, Executive Director of the Shanghai Hospital Association, member of the Professional Training Committee for Public Hospital Administrative Leaders of the National Health Commission, Chair of the Performance Management Subcommittee for the Professionalization of Hospital Presidents, member of the Expert Advisory Committee for Comprehensive Performance Assessment of hospitals under the direct jurisdiction of the Ministry of Health, Special Research Fellow of the Shanghai Municipal Government Development Research Center, and Special Research Fellow of the Shanghai Health Development Research Center. She is also an editorial board member of journals such as "Chinese Hospital Management", "Chinese Health Resources", and "Chinese Health Quality Management".

Wu Tao
Wu Tao, male, born in March 1973, Han nationality, member of the Communist Party of China, holds a postgraduate degree and a doctoral degree, is a researcher, doctoral supervisor, outstanding academic leader in Shanghai, leading medical talent in Shanghai, rehabilitation craftsman of the Yangtze River Delta, Chairman of the Shanghai Medical and Health Youth Federation, and President of the Harvard University Alumni Association of the Shanghai Western Returned Scholars Association. He currently serves as the Deputy Secretary of the Party Committee and President of Shanghai University of Medicine and Health Sciences.
Comrade Wu Tao graduated with a Ph.D. in Management Science and Engineering from Donghua University. In 2005, he was selected for the "Shanghai Hundred Talents Plan" and went to Massachusetts General Hospital affiliated with Harvard Medical School in the United States for further study in Anesthesiology and Pain Management; in 2013, he received hospital management training at the Møller Centre of Churchill College, University of Cambridge, UK; in 2018, he underwent management training at Johns Hopkins School of Medicine and Harvard Medical School in the United States; from September to December 2022, he participated in the "Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era" advanced training class for department-level cadres at the Central Party School arranged by the Organization Department of the CPC Central Committee. He has served as the Director of the President's Office at Xinhua Hospital affiliated with Shanghai Jiao Tong University School of Medicine, Party Committee Deputy Secretary and Executive Dean of Xinhua Hospital Chongming Branch, Deputy Dean and Party Committee Standing Committee Member of Xinhua Hospital, Party Committee Member and General Team Leader of the Shanghai Medical Team, and Dean of the Second People's Hospital of Kashgar District in the Xinjiang Front Command of the Eighth Batch of Shanghai Aid Xinjiang Cadres, and Deputy Secretary and Deputy Dean of the Party Committee of Shanghai Jiao Tong University School of Medicine.
Comrade Wu Tao's main research areas are active health and smart medical care, as well as clinical diagnosis and treatment of chronic pain diseases. He has long been dedicated to the research on the integration of key technologies such as machine vision, human-machine collaboration, and swarm control with medical and healthcare. In 2020, he won the Outstanding AI Leader Award at the Third World Artificial Intelligence Conference; he has been deeply involved in building the "5G+ Smart ICU" application scenario and in 2021 received the "Shanghai 5G+ Medical and Health Application Pilot Unit" certification jointly issued by the Shanghai Economic and Information Commission and the Health Commission, becoming a national demonstration benchmark for 5G+ smart medical care; in 2021, he won the Special Science and Technology Award from the Shanghai Association of Rehabilitation Medicine; in 2022, he won the Second Prize for Outstanding Innovation Achievements of Shanghai Staff; in 2023, he was approved to establish the first "China Yangtze River Delta-Balkan Peninsula Biomedical International Technology Transfer Collaborative Innovation Center" targeting Balkan countries along the "Belt and Road", and jointly with North Macedonia, he established China's first overseas application demonstration base for comprehensive active health care for the elderly, and in 2024, he co-established an overseas branch of the Collaborative Innovation Center with the University of Banja Luka in Bosnia and Herzegovina, filling the gaps in the fields of international technology transfer, intellectual property protection, high-level talent training, and scientific research achievement incubation in the Balkan Peninsula countries; in 2024, he won the Second Prize for Invention and Entrepreneurship Award from the China Invention Association and the First Prize for Science and Technology Award from the China Association of Rehabilitation Medicine.
Comrade Wu Tao serves as the President of the Health Management Equipment and Technology Branch of the China Medical Equipment Association, the Chairman of the Pain Rehabilitation Professional Committee of the Shanghai Association of Rehabilitation Medicine, the Director of the Shanghai 5G+ Smart Medical Innovation Laboratory, the Director of the Shanghai Intelligent Medical Devices and Active Health Collaborative Innovation Center, the Director of the China Yangtze River Delta-Balkan Peninsula Biomedical International Technology Transfer Collaborative Innovation Center, and the Director of the Institute of Medical Intelligence Development at the China Hospital Development Research Institute of Shanghai Jiao Tong University. As the chief scientist, he is responsible for national key research and development plan projects of the Ministry of Science and Technology and major research plan projects of the National Natural Science Foundation, hosting more than 20 national and provincial-level scientific research projects. He has published over 70 papers at home and abroad, edited and co-authored 10 works, and the related innovative achievements have obtained 30 intellectual property rights such as patents and software copyrights. He has been appointed as the International Editor-in-Chief of the EI-indexed journal "International Journal of Intelligent Systems Technologies and Applications" in the field of artificial intelligence, the Associate Editor-in-Chief of the English journal "Smart Medicine" of the Chinese Medical Association, and a member of the editorial board of the SSCI & SCI-indexed "Journal of Organizational and End User Computing."
In 2015, Comrade Wu Tao was awarded the Shanghai May Day Labor Medal, the Outstanding Management Talent in the 60th Anniversary of the Xinjiang Health and Family Planning System, and the Outstanding Contribution Award for the 60th Anniversary of the Construction of Kashgar District in Xinjiang. In 2016, he received the "Glory and Strength - Touching Shanghai" Person of the Year, the Outstanding Communist Party Member for National Unity and Progress in the Autonomous Region, the Outstanding Talent for the Eighth Batch of Provincial and Municipal Aid Xinjiang Cadres at the Autonomous Regional Level, and the "Shanghai-Xinjiang Cup" for Outstanding Contribution to Aid Xinjiang Construction. In 2019, he was recognized for his significant contribution to poverty alleviation in Shanghai and was commended.

Tang Hongmei
Tang Hongmei, female, born in March 1968, Han nationality, member of the Communist Party of China, holds a postgraduate degree and a Ph.D. in Management. She is a researcher and a master's supervisor. Currently, she serves as the Deputy Secretary of the Party Committee and Vice President of Shanghai Health Medical University.
Comrade Tang Hongmei studied in the Department of Clinical Medicine at Shanghai Second Medical University from September 1986 to July 1992, earning a Bachelor of Medicine degree. She then pursued her studies in Preventive Medicine at Shanghai Second Medical University from September 2001 to July 2004, obtaining a Master of Medicine degree. From August 2008 to June 2012, she studied in the Social Medicine and Health Service Management program at Zhejiang University School of Medicine, earning a Ph.D. in Management. Additionally, she completed a fellowship at the University of Nebraska Medical Center in the United States from October 2005 to January 2006. She has held positions as Deputy Director of the Academic Affairs Office at Shanghai Jiao Tong University School of Medicine, Vice Dean of the Graduate School of Medicine at Shanghai Jiao Tong University, Vice President and President of Shanghai Institute of Health Sciences.
Comrade Tang Hongmei also serves as a member of the Nursing Education Steering Committee of the Ministry of Education, Vice Chairman of the National Food and Drug Vocational Education Teaching Guidance Committee, Chairman of the Primary Prevention and Health Care Committee of Shanghai Preventive Medicine Association, and Vice Chairman of the Medical Education Branch of Shanghai Medical Association. She has been appointed as an expert for the undergraduate teaching work audit evaluation of general higher education institutions, a clinical medicine professional certification expert, and a nursing education expert of the Chinese Nursing Association. She is currently a deputy to the 17th Shanghai Xuhui District People's Congress.
Comrade Tang Hongmei has been awarded one second prize for national teaching achievements, four first prizes for Shanghai excellent teaching achievements, the first prize for Shanghai Science Popularization Education Innovation Award (Outstanding Award for Science Popularization Management), and the second prize for science and technology progress in Pudong New Area of Shanghai. She was also awarded the Shanghai Health Science Popularization Leadership Talent Capacity Improvement Special Project. Under her guidance, students won the national bronze medal in the 7th China International "Internet+" College Student Innovation and Entrepreneurship Competition and the national first prize in the 2021 iCAN International Innovation Competition. She has been responsible for the revision of the catalog for nursing vocational education and medical device technology majors by the Ministry of Education, and the development of four professional teaching standards. She has completed more than 12 ministerial-level research projects, published over 40 papers in core journals, including 2 SCI and 3 SSCI papers, and has edited or translated 10 textbooks. Her research and projects focus on key areas and issues of national need and public concern in education, providing decision-making evidence for the construction of China's medical and health education system, and forming ideas, experiences, systems, and standards that promote educational and teaching reforms.

Yu Ying
Yu Ying, female, born in August 1965, Han nationality, member of the Communist Party of China, holds a second bachelor's degree, with both a Bachelor of Medicine and a Bachelor of Laws. She is a researcher and a master's supervisor. Currently, she serves as the Deputy Secretary of the Party Committee at Shanghai Health Medical University.
She serves as the Deputy Head of the Education Professional Group of the Medical Ethics Branch of the Chinese Medical Association, Vice President of the Shanghai Medical Ethics Society, and Deputy Director of the Intelligent Healthcare Committee of the China Health Information and Big Data Association. She has hosted more than ten scientific research projects and horizontal topics, including national think-tank projects, major projects of the Shanghai Science and Technology Commission, Shanghai Education Science projects, Shanghai Health Commission, and the Special Committee of the Chinese Hospital Association. In the past three years, she has published more than 20 academic papers in core journals and above, and has edited, translated, or contributed to seven monographs, including "Health Insurance Blue Book: Report on the Development of Health Insurance in China," "Doctor-Patient Communication Handbook," and "WHO Guidelines: Reducing the Risk of Cognitive Decline and Dementia." She has been awarded the National Excellent Book Prize in Medical Ethics and Bioethics, the Innovation Project Award of the Hospital Culture Professional Committee of the Chinese Hospital Association, and the Shanghai March 8th Red Banner Holder. She is currently a deputy to the 7th Pudong New Area People's Congress in Shanghai.

Gao Hong
Gao Hong, female, born in January 1972, Han nationality, member of the Communist Party of China, holds a postgraduate degree and a Ph.D. in Management, and is a lecturer. She currently serves as the Deputy Secretary of the Party Committee and the Secretary of the Discipline Inspection Commission at Shanghai Health Medical College.
Dr. Gao Hong graduated from Tongji University with a Ph.D. in Management. She has previously held positions as Deputy Director of the International Exchange Office (and Director of the Hong Kong, Macau, and Taiwan Affairs Office) at Shanghai Jiao Tong University School of Medicine, Director of the Cadre and Personnel Department at the Municipal Health Commission, Director of the Science and Education Department, and a First-Level Investigator. She also serves as an Executive Council Member of the Shanghai Medical Doctor Association. Dr. Gao Hong has been awarded the Second Prize for Shanghai Municipal Teaching Achievement.

Ma Yaoliang

Tang Lei
Tang Lei, male, born in October 1971, Han nationality, member of the Communist Party of China, holds a postgraduate degree and a Ph.D. in Medicine, is an associate researcher, and a master's supervisor specializing in Epidemiology and Statistics. He currently serves as a Member of the Party Committee Standing Committee and Vice President of Shanghai Health Medical College.
Dr. Tang Lei graduated from the Second Military Medical University, where he obtained his Ph.D. in Medicine. He has held various positions including Deputy Dean of the Medical School at Shanghai Jiao Tong University's Graduate School, Deputy Director of the Academic Affairs Office, Deputy Director of the Hospital Management Office, Vice President of Shanghai Pharmaceutical Higher Specialized School, Director of the President's Office at Shanghai Health Medical College, Secretary of the Party Committee and Minister of Organization Department, Minister of United Front Work Department, Executive Vice President of the Party School, and Principal of the Affiliated Health School. He also serves as a council member of the Fifth Shanghai Vocational Education Association and a committee member of the Second Shanghai Chongming District Political Consultative Conference. His research focuses on the statistical analysis and data mining of medical data. He has published one monograph and two textbooks, and has been awarded the Second Prize for Shanghai Municipal Teaching Achievement twice.
